A free programme designed to secure better local outcomes through more effective commissioning and collaboration with the Third Sector.

How can we improve on local outcomes given declining resources?

Do other options exist when designing and commissioning services?

Are there ways to get more from our relationship with the Third Sector?

With an emphasis on delivering more joined-up and efficient services, public authorities are increasingly working with the Third Sector to deliver better outcomes.

Having already brought transformational results in local authority areas across Scotland, Partners for Change offers a way of accelerating and deepening relationships with the Third Sector.

The benefits for you:

  • Develop a shared understanding of a pressing service challenge
  • Understand the Third Sector and its contribution to service outcomes
  • Develop a stronger working relationship with Third Sector partners
  • Build a shared agenda for action, including ‘quick win’ solutions
  • Drive forward service co-design, commissioning and procurement

Programme detail:

Partners for Change consists of:

  • Upfront work to collaboratively define a key service challenge
  • Formation of a short-life group of key public sector representatives and Third Sector leaders with a shared interest in service solutions
  • Facilitation of a full-day workshop to established shared priorities and an agenda for action
  • Development of an action-oriented plan to improve service co-design and commissioning with Third Sector partners
  • Follow-up workshops where necessary to support implementation
  • Ongoing advisory support to help deliver on agreed actions and take the next steps to partnership improvement


This programme is being delivered by Ready for Business as part of the Scottish Government’s Developing Markets for the Third Sector Providers programme. Participation in the programme is currently free-of-charge to public authorities in Scotland.
