The Loch Lomond & The Trossachs National Park Authority (LLTTNPA) is seeking to appoint a contractor to provide ground maintenance and refuse collection/disposal services at various sites within the Loch Lomond & Trossachs National Park.

Construction of Aberfoyle Bike Park (Re-Tender) – Bike Trossachs

Note: this is a re-tender. Companies who submitted a tender in response to the original advertisement should note that the specification has changed.
An experienced contractor is required to build a Mountain Bike Skills Area on Rabbit Hill, Aberfoyle. The works involve ground preparation, creation of trails using natural materials, creation of technical trail features, access points, fencing and signage. A Feasibility Study has been completed that provides details of the location and potential design and content. Bike Trossachs is happy to consider tenders that provide alternative design and content but meet the objectives of maximum range of features and challenge, thus ensuring maximum enjoyment by users. A maximum budget of £50,000 is available and the trails design and content has to fit within this maximum (which includes all costs, expenses and VAT). It is considered that a CDM Co-ordinator is not required but if the tenderer wishes to include this, then the cost must also be contained within the maximum. Familiarity with the standard contract conditions of Sportscotland and Forth Valley and Lomond Leader would be an advantage as both of these public bodies have awarded funds to the project. Previous experience of building mountain bike trails or parks is essential. The work site is adjacent to National Cycle Route 7 and the successful contractor will be responsible for managing any storage and movement of materials requirements as well as assuring the safety of the public during the construction period.

Scoring will be on the following basis:

1. Capability (evidence of the necessary expertise and experience of building mountain bike-specific trails) – 30%
2. Quality of Proposal (the detail of design, content and methodology, proposed start and completion dates) – 30%
3. Readiness to Start (Funding and Planning Permission are in place and the contracting authority is keen to start construction) – 30%
4. Price – 10%

Tenders will be scored for each factor on a scale of 1-10 where 10 is considered to meet requirements exactly.
Tender submission will be by Electronic Postbox. Any queries must be submitted not later than Wednesday 13 November 2013. Closing date for receipt of completed tenders is 5.00pm on Thursday 21st November 2013.
