South Lanarkshire Council and its community planning partners are looking to appoint high quality service providers to a 4 year framework agreement to deliver employability services. These services will target priority client groups and focus on key occupational sectors.
The approximate value of the framework agreement is £16million excluding VAT.
Thereafter services will be procured via mini-competitions
The Scottish Government Early Years Division is seeking a suitably qualified and experienced Supplier to work in partnership to undertake the administration of a grant fund to support third sector organisations to deliver Scottish Government priorities in relation to children, young people and their families. The annual Fund value is expected to be between £7.5m to £15m. The annual funding available will cover the award of grants to eligible organisations and the costs of the Service Provider for the management and administration of the service.

The Scottish Government requires a suitably qualified and experienced Contractor (regulated by the Financial Conduct Authority) to issue one or more bonds designed to both provide loan finance for affordable housing in Scotland and generate donations to charities registered on the Scottish Charities Register.
The Contractor should be in a position to publicly launch the first such bond no later than October 2015, with an anticipated closing date of end October 2015 and with the bond to be issued no later than 28 days thereafter.
The Contractor will facilitate investment in the bonds by the Scottish Government, carry out the distribution of all the funds between the parties involved, and repay to the Scottish Government the principal amounts invested and any interest on each bond’s maturing.
The Contractor should be an organisation with demonstrable capability, expertise and experience in creating, issuing and administering finance for social projects.
Other Scottish public sector bodies may wish to place their own investments in these bonds. It is therefore a requirement that the bonds are open to public subscription for a reasonable amount of time to allow this to happen.

The council has a requirement to provide Housing Support Services and intends to procure a service contract for three (3) years with the option at the sole discretion of the council, to extend this for a further period of up to 2 years. The service contract will be split into 2 lots as follows:
Lot 1: Floating Housing Support Services & Supported Accommodation;
Lot 2: Floating Housing Support Services to Young People.
Lot 1 Description:
The council wishes to commission a Supported Accommodation and Adult Floating Housing Support Service with a provider that has operational experience in delivering Supported Accommodation and Adult Floating Housing Support Services, which will meet the needs of individuals who have been assessed by the council as being vulnerable and at most risk from being or becoming homeless. The provider will set-up, operate, and manage a service that will provide supported accommodation at agreed locations, prevent accommodation exclusion and rough sleeping, minimise the effects of homelessness on individuals and their families (service users) and promote tenancy sustainment within the North Lanarkshire Council area.
Lot 2 Description:
The council wishes to commission a Housing Support Service with a provider that has operational experience in delivering a ‘Young Persons Housing Support Service’ which will meet the needs of individuals and their families who have been assessed by the council as being vulnerable and at most risk from being or becoming homeless. The provider will set-up, operate, and manage a Service that will seek to prevent homelessness occurring, prevent rough sleeping, minimise the effect of homelessness on individuals and their families (service users) and promote tenancy sustainment within the North Lanarkshire Council area.

Welfare Reform is a team within the Directorate for Housing, Regeneration and Welfare supporting a programme of work on Social Justice. There are plans to hold a public consultation on what a fairer, socially just Scotland would look like in 2030 and the actions that would be taken to make it a reality.
The purpose of this procurement is to appoint a contractor to assist in the public consultation events including the engagement, events management, facilitation and the gathering to key themes/feedback from the events. Initially some smaller events will be run in August/September with a larger event being held in October/November. There is a requirement to ensure that there is sufficient diversity and engagement from minority groups.
